| 本文从历史、经济、生态、社会与民族发展的诸方面,剖析了石山地区贫困落后的原因在于历史,自然、人为三大因素,这些已渗入社会各领域,影响了生产力诸要素的合理配置,导致自我发展和经济开发的启动力不足,使其经济、社会、生态陷入三重恶性循环中。同时也揭示了石山地区三十多年来仍这样贫困落后,还在于自然资源的优势抵不住社会资源(资金、技术、人才……)的劣势的困扰,指出:要全面铲除贫困落后的根源,必须对石山地区的生态、经济、社会等方面进行综合治理。本文还分析了石山地区在广西、西南和全国所占据的重要地位,从加深党和老区人民的鱼水之情,加强民族团结,巩固国防,振兴广西经济的战略高度上,论述了综合治理石山地区的必要性和迫切性。 |

| Abstract: |
| From histry,economy,ecology,society and development of nationality etc.,this paper analyses the causes of poverty and backwardness of the karst region.It points out that the sources of poverty of the karst region lies in historical,natural and man-made factors.They have steeped into various fields of society and influence the rational deployment of the productive force factors,which results in unsufficient starting power of self-development and economy developing and makes the karst region's economy,society and ecology get bogged down in trio vicious circles.In the meantime,it also reveals the reasons,that the karat region has been poverty-stricken and backward for 30 years,still lie in the fact that the superiority of natural resources doesn't prop up the inferiority of social resources (eg.funds,technology and persons of talent etc.). It is pointed out that in order to eliminate the source of poverty,we must put the karst region's ecology,economy and society etc.into comprehensive harness.By analysing the status which the karst region occupies in Guangxi,southwest China and even the whole country,the authors disc-ource the necessity and urgency of comprehensive harness in Guangxi kasrt region from the strategical significance of deeping the feelings between the party and people,strengthening nationality union,consolidating national defence and promoting Guangxi economy. |
