| 以广西陆川县陆城镇为例,认为广西县城建设存在的问题是社会经济发展水平较低,建设和发展的根本动力不强;对城镇的建设重视不够,管理水平落后;缺乏科学的总体规划和明确的发展战略,布局欠合理,功能分区不明确,建设用地效益低,环境建设不受重视,生态条件差;信息化设施发展滞后。建议广西县城建设应着力提高县域的社会经济发展水平;科学选择城镇发展模式与城乡一体化战略,以富于前瞻性的总体规划对城镇建设与发展进行指导和控制;正确处理县城与县域其他城镇的关系,构建科学的县域城镇体系,促进城乡一体化战略目标实现;多方筹措建设资金,加大基础设施特别是信息化设施和生态建设力度,以提高居民生活品质 |

| Abstract: |
| Lucheng town of Luchuan county,southeast of Guangxi, south China is taken as an example. The major problems in the development of county seats in Guangxi are listed as follows:the development of society and economy in the county seats is still in a low level; and the ultimate drive of construction and development for the county seats are not strong; the construction of the towns are managed in lower level and have not been played attention enough; the layouts and development strategies in the towns are ill-sound, such as unclearly functional division, ineffective use of land in the construction, and eco-environment getting poor, and backward infrastructures of information industry. To the sustainable development of county seats in Guangxi, the following suggestions should be though about such as enhancing the social and economic development in county areas; supervising and regulating the construction and development of county seats in terms of prospective overall planning and the concept of integrated urban-rural strategy; building sound system of county seats in the consideration of its relationship with other towns in the county; raising more investments in many aspects, and increasing investment for construction of infrastructures especially in the information area, and also need to keep more attention in the improvement of habitation. |
