| Abstract: |
| The intensions and dialectical relationship of "concentrating on scientific and technological research" and "encouraging the commercialization of research results at the same time" are expounded. The measures and basic train of thought for the reform of scientific and technological institutions and the rational flow of personnel in Guangxi are given. The establishment of "four systems" and" one institute, two sysytems" are the inevitable outcome.of implementing restructuring of management system. "Concentrating" and "Releasing" are in line with the law and objective requirement of social, economic, scientific development. the training trans-century youth talents in the course of reform should be emphasized. |
