广西科技进步奖评价指标体系数学模型设计及其在计算机上的应用

摘要:
在科技成果评奖中,各评价指标程度的区分往往使用模糊语言来描述,是典型的模糊问题。为了解决在广西科技进步奖评选中可能出现离散度大的问题,使评奖更科学、合理,我们以模糊数学为基础,设计了一套切合我区评审方法的模糊加权数学模型。并在计算机上进行了应用。经过1989~1991年四个年度评奖使用,证明,该数学模型的设计是合理的,可靠的。通过在计算机上成果定量化的综合评价,大大提高了工作效率,消除了某些人为的因素,使评奖结果更加科学、准确。

Abstract:
In deciding on awards of scientific and technological achievements through discussion the distinction between the degrees of the evaluating criterions is always discribed using The Fuzzy Language, so is a typical fuzzy problem. In order to solve the dispersion problem which may appear seriously in deciding on advance awards of science and technology of Gangxi, and make the judgement more scientific and reasonable, based on The Fuzzy Mathematics, we have designed a set of Fuzzy Weighted Mathematical Models which are suitable for Guangxi and implemented on person computer. It has been used for 4 years started from 1989, and proved this set of mathematical models is rational and reliable. They have raised efficiency greatly, eliminated some human factors and make the judgement more accurate by quantitative synthetic evaluation with computer.
