| 研究所实行所长任期目标责任制,是科技体制改革出现的新事物。如何设置好所长任期目标,是完善所长任期目标责任制的关键。本文对所长任期目标(短目标)与研究所长远发展规划(长规划)相互问的关系,以及处理好这两者间关系的意义、做法和保证所长任期目标实现的措施进行了论述,提出了作者的见解。 |

| It is a new thing that research institute puts into effect the system of director job resposibility during their term of office in the scientific and technological system reform.The key to prefect this system depends on how to set up director's objective during his term of office.This paper discusses the interrelationship between director's objective during his term of office (short-termaim) and long-term development plan of the institute (long-term plan).In this paper the author advances his wiew on the significance and practice that deal with the relation of these two parts properly as well as the measures to pledge the realizing of objective of the director during his term of office. |
