国土空间规划体系下广东省红树林保护管理中的问题和对策

摘要:
广东省是我国红树林面积最大的省份,红树林蓝碳资源本底优渥。通过持续加强政策保障,广东省已将第三次全国国土调查中约99.6%的海域红树林纳入生态保护红线管理,其中63.2%位于自然保护地范围内,保护工作取得积极成效。然而,经红树林管理政策研究和保护空缺分析,广东省红树林保护管理工作仍面临着碳储量和增汇潜力未完全掌握、管理政策存在盲区、部分集中分布区域保护力度不足、生态产品价值实现路径较单一等问题。为进一步提升红树林生态功能、发挥红树林蓝碳生态效益,本研究提出如下建议:一是加大红树林蓝碳资源调查评估力度,全面摸清红树林碳储量和增汇潜力;二是细化完善红树林保护管理政策,进一步明确红树林资源占用审批程序、外来红树物种处置要求等;三是加大科学保护力度,将湛江雷州湾、通明海等红树林资源集中分布区域纳入自然保护地严格保护;四是统筹开展保护修复工作,提高红树林分布区域的生态连通性和红树林生态系统的质量;五是健全和完善红树林生态产品价值实现机制,促进红树林生态产业发展。

Abstract:
Guangdong Province is the province with the largest mangrove area in China,endowed with abundant blue carbon resources.Through continuous strengthening of policy support,Guangdong Province has included approximately 99.6% of its marine mangroves identified in the Third National Land Survey into ecological protection red lines,with 63.2% located within nature reserves,achieving positive results in conservation efforts.However,the research on mangrove management policies and protection vacancy analysis reveals the following challenges:incomplete understanding of carbon storage and sequestration potential,gaps in management policies,insufficient protection in some densely distributed areas,and limited paths for realizing the value of ecological products.To further enhance the ecological functions and maximize the blue carbon benefits of mangroves,this study proposes the following recommendations:first,intensifying surveys and assessments of mangrove blue carbon resources to comprehensively understand carbon storage and sequestration potential;second,refining and improving mangrove conservation policies by clarifying procedures for resource use approval and guidelines for managing invasive mangrove species;third,strengthening scientific conservation by designating key mangrove-rich areas such as Leizhou Bay and Tongming Sea in Zhanjiang as strictly protected zones within nature reserves;fourth,coordinating conservation and restoration efforts to improve ecological connectivity and ecosystem quality in mangrove regions;fifth,establishing and improving mechanisms for realizing the value of mangrove ecological products to promote the development of mangrove-based eco-industries.
