基于能值-三维生态足迹模型的珠江干流4省区资源利用分析及生态补偿研究

摘要:
开展珠江流域资源利用时空格局、自然资源消耗与经济发展协调性及生态补偿研究,有利于揭示珠江流域内部资源消耗格局、生态补偿区与受偿区,推动全流域协调发展、生态环境统一保护与治理。本文基于能值-三维生态足迹模型,核算2010-2019年珠江干流4省区[云南(滇)、贵州(黔)、广西(桂)、广东(粤)]的能值生态足迹和能值生态承载力;综合绿色贡献系数、基尼系数和重心模型、重心距离模型,评估4省区自然资源消耗与经济发展的协调性;结合生态补偿模型,计算各省生态应付及社会应付生态补偿金额。结果表明:① 2010-2019年,珠江干流4省区能值生态承载力呈现出滇>黔>桂>粤的格局,但资源消耗程度(能值生态足迹)与之相反;同时,下游地区(黔、桂、粤)足迹深度均大于1,呈生态赤字及不可持续状态;②流域能值生态足迹综合基尼系数超过0.5,贵、黔绿色贡献系数小于1,经济重心、人口重心、能值生态足迹重心均偏向下游的粤,均表明流域内资源利用与社会经济发展在空间上失衡,需通过生态补偿进行调节;③2014-2019年,除滇为受偿区外,粤、桂、黔均为补偿区,补偿金额为粤>桂>黔,且受偿与补偿金额均呈逐年增长趋势;受社会支付能力限制,桂、黔补偿区的社会应付金额低于生态应付金额。珠江流域应加快提升资源利用效益,形成生态补偿机制,以抑制流域资源过度利用、生态赤字及社会经济发展的进一步失衡,达到实现新时期流域协调发展与生态和谐的目标。

Abstract:
The research on the spatial and temporal pattern of resource utilization,the coordination between natural resource consumption and economic development,and ecological compensation in the Pearl River Basin was carried out,which was helpful to reveal the internal resource consumption pattern,ecological compensation area and compensation area in the Pearl River Basin,and promote the coordinated development of the whole basin and the unified protection and management of the ecological environment.Based on the emergy-three-dimensional ecological footprint model,this article calculated the emergy ecological footprint and emergy ecological carrying capacity of four provinces (Yunnan,Guizhou,Guangxi,Guangdong) in the Pearl River mainstream from 2010 to 2019.The coordination between natural resource consumption and economic development in four provinces was evaluated by combining green contribution coefficient,Gini coefficient and gravity center model.Combined with the ecological compensation model,the amount of ecological compensation payable and social compensation payable in each province is calculated.Results showed that: ①From 2010 to 2019,the emergy ecological carrying capacity of four provinces in the mainstream of Pearl River was Yunnan>Guizhou>Guangxi>Guangdong,but the degree of resource consumption (emergy ecological footprint) was the opposite.At the same time,the footprint depth of the downstream areas (Guizhou,Guangxi and Guangdong) was greater than 1,showing an ecological deficit and unsustainable state.②The comprehensive Gini coefficient of emergy ecological footprint in the basin was more than 0.5,and the green contribution coefficient of Guangxi and Guizhou was less than 1.The economic,population,and energy ecological footprint gravity centers were all biased towards the downstream Guangdong,indicating that the resource utilization and social and economic development in the basin were spatially unbalanced and need to be adjusted through ecological compensation.③From 2014 to 2019,Guangdong,Guangxi,and Guizhou were the compensation areas except Yunnan,and the compensation amount was Guangdong>Guangxi>Guizhou,and the compensation and recompense amount showed an increasing trend year by year.Due to the limitation of the social payment ability,the social payables in the compensation areas of Guangxi and Guizhou were lower than the ecological payables.The Pearl River Basin should accelerate the improvement of resource utilization efficiency and form an ecological compensation mechanism to restrain the excessive utilization of resources,the ecological deficit and the further imbalance of social and economic development,so as to achieve the goal of coordinated development and ecological harmony in the new period.
