沿海城市企业环境风险源分级评价

摘要:
[目的]探讨沿海城市企业环境风险源分级方法,为环境风险源管理提供科学依据,有效防范突发环境事件的环境风险,保障人民群众的身体健康和环境安全。[方法]在借鉴重大危险源分级技术基础上,结合环境风险源的固有属性,从危害范围角度建立操作性强的环境属性扩散模型,采用危害范围中受体的敏感性和风险的危害性构建分级矩阵,形成沿海城市企业环境风险源分级指标体系。[结果]建立一种新的针对沿海城市区域环境风险源分级的环境风险评价方法。实例应用研究表明,位于海湾的A工业企业和位于内陆的B工业企业均为重大环境风险的环境风险源。[结论]所研究的环境风险分级方法,能够减少人为因素对风险源环境风险概率、环境管理水平等影响,并可应用于沿海城市区域环境风险源评价中。

Classification of Environment Risk Sources from Enterprises in Coastal Cities

Abstract:
[Objective] This article discusses the method of environmental risk source classification from enterprises in coastal cities,and provides scientific basis for the management of environmental risk sources,in order to guard against sudden environmental events' risks,to guarantee people's physical health and environment safety.[Methods] By drawing on the experience of classification of major hazard sources and combining inherent attributes of environmental risk sources,a diffusion model of environmental attributes with high performance is built from the perspective of hazard.The sensitivity of receptors in harm range and harm grade are used for the classification matrix to form environmental risk sources index system of the enterprises in coastal cities.[Results] Taking Plant A located in the Gulf and inland Plant B as examples,the classification method is used to identify and classify the risk sources,and the two industrial enterprises belong to the major environmental risk sources.[Conclusion] The method of environmental risk assessment can reduce the influence of subjective judgment on the probability of environmental risk and environmental management,and it can be applied to the area of environmental risk assessment in coastal cities.
